Session 2 was hold in Manchester with CLES think tank, UK
The second session of the First Sino-Euro Think Tank Symposium was co-chaired by Mr. Jianwei Zhao, Institute of International Strategic Studies, Peking University, and Ms. Ai Lei, Executive Director of SETTCA. Consul Xiaomei Lv, Chinese Consulate General in Manchester, attended the symposium.

Neil McInroy, Director of CLES, gave a speech on The Management of Independent Think Tank, including the ways of raising funds, the proportion of sources, the operation mechanism and the project establishment process within an independent think tank. Tom Lloyd Goodwin, Deputy Director of CLES, shared the successful cases of CLES as a local think tank in promoting local economic development.

Professor Hong Cen of Jiangsu Normal University made a speech on “New Forms and Development Strategies of Think Tanks in Chinese Higher Education Institutes - Research from the Perspective of Administrations". She presented her research in three aspects: the new pattern of Chinese university think tanks, the existing problems during the development, the countermeasures and suggestions for the development. Dr. Zhitao Xie, director of Think Tank Office of Shanghai Jiaotong University, made a speech on " Management and Practice on the Construction of University Think Tanks ". He discussed the basic elements; operation mechanism and special issues of university think tanks. Pro. Baoxiu Zhang, director of Beijing Institute of Peking Studies, Beijing United University, delivered a keynote speech on "Cultural Mission for the Local Think Tanks ". Pro. Zhang's Institute of Peking Studies of Beijing United University is based in Beijing, which is an excellent example of the construction of a new type think tank. At the end of the symposium, Professor Guangwei Hu, director of the Institute of Government Data Resources of Nanjing University, released his publication of the English version of the Government E-Services Capability Index (2019).

Professor Gang Li, vice director of China Think Tank Research and Evaluation Centre in Nanjing University, made remarkable comments on the speeches by scholars of this session. Aili Wang, deputy dean of Heilongjiang Academy of Social Sciences; Aixin Wang, director of the New Think Tank Construction Office, Heilongjiang Academy of Social Sciences; Guangdong Zhu, dean of Coastal Development Institute; Huiheng Zhang, dean of the Anhui Institute of Economic and Social Development Research, Anhui University of Finance and Economics; JieHan Feng, deputy director of Institute of International Law, Wuhan University; Yuan Gao, deputy director of the China Institute for WTO studies, University of International Business and Economics; Jianmin Zhu, secretary general of SETTCA; Jiabao Wang, officer of New Think Tank Construction Office, Heilongjiang Provincial Academy of Social Sciences, made in-depth discussion in the discussion part.
